## Mission expansion and institutional development
Alhaji Kafaru Oluwole Tinubu became the Movement’s ninth President in January 1990 and served until 1997.
His administration pursued the expansion of Missions, the development of property income, constitutional review and recognition of service through the Movement’s Merit Award.
### Growth of the Missions
The Movement expanded across the South-West, Kwara and northern zones, as well as parts of Lagos. Missions established during his presidency included Tede, Otu, Igbo Oloson, Ipapo, Offa, Abeokuta, Ogijo, Kagara, Yauri, Funtua and Birnin Kebbi.
Iseyin Mission’s Central Mosque opened in 1990, followed by Ikorodu’s in 1994. He also made contributions towards mosque construction in other Missions.
### Religious leadership
Tinubu facilitated the turbaning of Imam Suleiman Ibrahim of Mushin Mission, Gafar Adewuyi of Ikorodu Mission and Nosirudeen Salaudeen of Mainland Mission. Other Imams were also turbaned during his administration.
### Property and financial resources
He worked to protect the Movement’s land at Agege from trespass and explored property development as a source of income in a period of limited funds.
The Elegbata property was reconstructed and renovated through a contractor-financed arrangement. Funds raised within the Movement supported the completion of four flats at Eric Manuel, Surulere, providing rental income. The historical account also records the subsequent completion of two additional flats from 1993 onwards, without specifying their completion dates.
His administration provided residential accommodation for the National Chief Imam, replacing the previous reliance on private homes or rented apartments.
### Legal service and constitutional review
As a practising solicitor and advocate, Tinubu made his professional services available to the Movement without charge, conducting and appearing in cases on its behalf.
During his administration, the 1963 Constitution was reviewed, leading to the adoption of the 1994 Constitution.
### Merit recognition and wider service
The Movement’s Merit Award was introduced under his administration to recognise service and achievement. His wife also contributed to the Movement’s work, particularly through the Women’s League.
Tinubu made monetary and material contributions across the Movement’s activities. His wider community service included involvement with Crescent Bearers, the Supreme Council for Islamic Affairs and the Committee of Heads of Muslim Organisations.
